The number of non-resident workers in Macau’s gaming sector fell by nearly half between the end of January 2020 and the end of October this year, said on Wednesday the head of the city’s Labour Affairs Bureau, Wong Chi Hong. The data cover employees at the six casino operators, but exclude staff in related construction projects.

Mr Wong was speaking at the city’s Legislative Assembly, in a session about upcoming economic and financial policies, following last week’s Policy Address for the Fiscal Year 2023.

As of October 31 this year, the Macau gaming sector had 18,514 non-resident workers. At the end of January 2020 – around the advent of the Covid-19 pandemic – the sector had employed in aggregate 35,288 such workers, meaning that in the interim, the tally had fallen by 16,744, or 47.5 percent, according to figures provided by Mr Wong.

Macau contava no final de Junho com 162.391 trabalhadores não-residentes (TNR), o que representa uma descida de 5,1% ou 8.707 pessoas em relação ao final de 2021, indicam dados da Direcção dos Serviços para os Assuntos Laborais. Já a comparação com Junho de 2021 reflecte uma diminuição de 5,7%, ou 9.870 TNR. Desde o início de 2020, ou seja, antes da pandemia, a RAEM perdeu 34.147 TNR, correspondendo a uma quebra de cerca de 17,4%. Segundo os dados da DSAL, os trabalhadores oriundos da China Continental (111.371), Filipinas (26.043), Vietname (8.833), Indonésia (4.704) e Nepal (3.020) destacavam-se no universo da mão-de-obra importada no final do primeiro semestre deste ano, apesar de terem sofrido decréscimos de cerca de 1,4%, 10,2%, 20,7%, 11,9% e 15%, respectivamente, em termos anuais. No final de Junho, 24.372 famílias tinham empregados domésticos não-residentes, o que traduz descidas de 11,6% e 6,4% no intervalo de um ano e seis meses, respectivamente.

As autoridades de Macau anunciaram, esta sexta-feira, que os portugueses não residentes podem, a partir da próxima sexta-feira, entrar no território, sem autorização prévia dos Serviços de Saúde locais.

The entry exemption granted to non-resident foreign nationals under a new entry trial scheme for foreign teachers and research staff will not cover their spouses or relatives, health authorities said today (Thursday).

Since last month local health authorities have advanced a trial scheme covering applications from foreign teaching or research personnel that are in short supply locally – especially Portuguese language teachers – management staff of educational institutions, as well as students admitted to local higher educational institutions.

Macau “lost” more than 28,000 non-resident workers during the pandemic, according to official data released today (Wednesday).

The Statistics and Census Bureau (DSEC) announced today that the SAR had reported fewer 3,360 non-resident workers than in the first quarter of the year when compared to the same period in 2021.

However, checking statistical data at the end of the quarter of 2019, the last pre-pandemic year, it is possible to see a reduction of 21,777 non-resident workers.

Some lawmakers urged the government during a Legislative Assembly (AL) meeting on Wednesday to cut the number of non-resident workers in Macao, promote Macao residents and focus on training the unemployed. 

Leong Hong Sai suggested the government take measures in reducing the number of non-resident workers in tourism and entertainment businesses in order to create more job opportunities for the unemployed local residents, TDM reported.

Local residents should still be prioritized over foreign employees, but the SAR needs to keep a welcoming environment for the non-local workers, Stephan Rothlin, chairman of the Deignan Award for Responsible Entrepreneurship indicated to Macau News Agency today (Friday). The award’s chairman stressed that many non-local workers are leaving the city, as the need for foreign workers is decreasing in the SAR. Last year Chief Executive Ho Iat Seng stated in his policy address speech for 2022 that the number of non-resident workers in the city was “adjusted” as the SAR aimed to guarantee employment to local residents in the economic recession created by the Covid-19 pandemic. According to the CE, as part of this adjustment as September 2021, there were 25,120 fewer non-resident workers with residence permits, when compared to the end of December 2019. “I think for a small place like Macau, it’s justified that the locals have priority, that’s something everybody understands. However, Macau has to be careful that many foreign people will not be needed by the city, and they would leave,“ Stephan said.

TNR VS LOCAIS
O deputado Ron Lam considera que os contratos dos trabalhadores não-residentes só devem ser renovados, no caso de não haver residentes locais à procura de emprego no mesmo sector. A opinião foi deixada através de um comunicado divulgado no fim-de-semana, em que o deputado apelou à Direcção de Serviços para os Assuntos Laborais para reforçar a inspecção, principalmente na indústria do jogo. Este é um sector crítico, em que o deputado acusa o Governo de não fazer o suficiente para criar oportunidades para os trabalhadores locais.

After more than two years of living in a place with one of the world’s strictest pandemic travel restrictions, a substantial number of foreign professionals have decided to pack their bags and leave the city they considered as home. 
They departed mostly either due to employment issues or quarantine requirements leaving them virtually unable to visit their relatives in their home country and return to the SAR.

A Direcção dos Serviços para os Assuntos Laborais (DSAL) informou que, desde o início de 2020 até ao passado mês de Fevereiro, reduziu o número de trabalhadores não residentes em 28.096. Assim, o número de trabalhadores não residentes actualmente em Macau é de 168.442. Em comunicado, a DSAL indicou também que ajudou 8.255 residentes a encontrar emprego desde o início da pandemia.

Joaquim Coelho Ramos disse ao Jornal TRIBUNA DE MACAU que, nesta altura, a gestão de recursos humanos no IPOR “é muito complexa”, uma vez que muitos docentes estão a abandonar o território devido às restrições de viagem. O director cessante do IPOR adiantou que está a decorrer um concurso mas não se sabe se haverá candidatos. The number of non-resident workers employed by Macau’s six casino concessionaires has plummeted by 32.6% since 2019 as a result of the COVID-19 pandemic.

The information was provided by Deputy Director of Macau’s Labour Affairs Bureau (DSAL) Chon U Chan earlier this month, and made public this week, in response to a written question by fellow legislator Lei Chan U.

According to DSAL, there were 23,676 non-resident workers – also known as blue card holders – employed by the concessionaires and other hotels with casinos as of 31 December 2021, down from 35,110 in 2019, prior to the COVID-19 pandemic. Two hundred and three more Filipinos have flown home on the 27th repatriation flight organised by the Philippine Consulate General in Macao.

Three wheelchair-bound passengers who were recently hospitalised in the city were among those repatriated. The total number of repatriates now stands at 5,355 since the first flight in March 2020. 

Philippine Consul-General Porfirio M Mayo, Jr said that the repatriation programme will continue for Filipinos in Macao until the resumption of commercial flights to the Philippines.

O universo da mão-de-obra importada continua a ser abalado pela pandemia e pelas regras de contratação de TNR mais apertadas. O número destes trabalhadores recuou para 171.098 no final de 2021 – significa que Macau perdeu 6.565 e 25.440 TNR em relação a 2020 e 2019, respectivamente. Os dados da DSAL mostram que foram autorizados 77,8% dos trabalhadores solicitados no ano passado, porém, 79% envolveram renovações e apenas foi dada “luz verde” a 48,7% das novas contratações requeridas. A redução da mão-de-obra importada é, em geral, bem vista pelos analistas ouvidos pela TRIBUNA DE MACAU, principalmente porque consideram que a aprovação de quotas de TNR prejudica os trabalhadores locais

Apesar da procura crescente de empregados domésticos em Macau desde 2019, a Direcção dos Serviços para os Assuntos Laborais reiterou que, devido à pandemia, mantém-se que não será considerada a solicitação dos trabalhadores estrangeiros a entrarem na RAEM para efeitos de emprego, com excepção sob condições do interesse público ou de terem ficado no Continente ou nas RAE por mais de 21 dias. Por outro lado, existem agora nove zonas no interior da China através das quais os empregados domésticos podem vir para o território trabalhar, e o número de pessoal oriundo da província de Guangxi triplicou nos últimos dois anos em Macau.
