Hong Kong Secretary for Health Lo Chung-mau has said that the “one country, two systems” principle implemented in China’s two SARs meant that Hong Kong  could have its own Covid-19 policies and there was no need to copy how the pandemic is handled in mainland China.

In an interview with South China Morning Post (SCMP), Lo stressed the neighbouring SAR enjoys wide latitude under the principle as he forecast that quarantine-free arrivals with conditions could be allowed in time for a global financial and banking summit scheduled to take place in Hong Kong in November.

Hong Kong's Covid-19 curbs are continuing to severely limit travel into the city, with only one flight from outside the Asia Pacific region landing on Tuesday and Wednesday.

The government recently allowed flights from nine countries, including Australia, the United Kingdom and the United States, to resume after bans that lasted two to three months, but airlines continue to struggle with the city's strict "zero Covid" policy. Officials this week temporarily banned flights again from India, Pakistan and the Philippines.
As of Wednesday, 11 flight routes from 10 airlines had been temporarily cut off, including those from London and Amsterdam, the government said in a statement.

Hong Kong can’t reduce its one-week quarantine for incoming residents until Beijing moves past Covid Zero, a deputy to China’s top legislature said, showing the constraints facing the financial hub to further opening up internationally.

“For us to cut it down to seven, already the mainland is unhappy and feels they cannot connect with us,” Michael Tien, a National People’s Congress deputy and city lawmaker, said in an interview. “So to go any lower than seven, forget it. If we go lower than seven, they may even ban Hong Kong people from going into Shenzhen.”

Hong Kong -- once lauded as a zero-Covid success story -- is now battling a deadly outbreak reminiscent of the early days of the pandemic, despite having had more than two years to prepare. With locally transmitted cases surging past 312,000 in the city of 7.4 million in just the last two weeks, hospitals and embattled health workers have been stretched to breaking point. The numbers are likely to be far higher due to suspicions people are not reporting their positive test results for fear of being separated from families and put into government isolation facilities.

Beijing grows frustrated at Hong Kong’s handling of pandemic on.ft.com/3GZhWmU |
After remoulding the media, education, civil society and electoral system in the wake of the Hong Kong protests in 2019, Beijing has forced the territory to embrace its zero-Covid policies. It is proving tough for the city’s economy. In concert with Beijing’s move to shut off its border with Hong Kong, the city’s connection cords to both China and the rest of the world have effectively been cut as international travellers, subject to a two-week quarantine, have slowed to a dribble. Danny Lau whose organisation represents the city’s small- to medium-sized businesses, said his members “cannot see the end of this black tunnel”. But apart from the common legal system left over from colonial days and a convertible currency, there is one other area where Hong Kong is still distinguishable from the mainland: its leniency when officials breach rules. An outbreak of about 150 cases of the Delta variant across the border in Guangdong in August left 11 officials out of work, in one example of the dozens of Chinese officials disciplined over flare-ups of Covid-19 in the country. In Hong Kong, however bad the Covid outbreaks have been, officials have by and large stayed put during the pandemic, even now with cases rising in the city. Last month, after the first community Omicron cases, it

Thousands flee to mainland China as Hong Kong outbreak widens

Chinese people in Hong Kong are going to great lengths to get back to the mainland as COVID-19 takes hold in the formerly virus-free financial hub, posing a challenge for officials fearful of contagion.

On Friday, hundreds of people queued at a border checkpoint between Hong Kong and Shenzhen, with many waiting hours to get through the checks and processes. Most have family ties with the mainland or are Chinese nationals studying or working in Hong Kong.

They join a stream of people racing to leave Hong Kong: Departures via land routes — all but one of which go directly to mainland China — tripled to 24,697 in the first 17 days of February from a year earlier, according to Immigration Department data.

While Hong Kong’s four-digit daily case numbers pale in comparison with other parts of the world, the outbreak is now the worst on record for China and bigger than even the crisis in Wuhan at the start of the pandemic. Health care resources have become increasingly strained, but the recent deaths of two children, both too young to be vaccinated, have provided additional fuel to the exodus to mainland China, where strict and swift anti-virus measures have typically stamped out flareups quickly.

"Hong Kong only started to vaccinate children after things hit the fan, which is much slower than the rest of the world,” said Ben Chu, a 44-year-old entrepreneur who planned to leave for Shanghai, where his wife already traveled to during the Lunar New Year holidays, on Sunday. "How can we not be worried as parents?”

If Hong Kong does not impose a large-scale seal-off, it should at least step up its current COVID-19 measures and make sure those measures are fully implemented.  This way, the city can weather this surge in a short time, Zeng Guang, former chief epidemiologist of the Chinese Center for Disease Control and Prevention (CDC), told the Global Times. Hong Kong is one of the world's biggest aviation hubs but also has some of the strictest coronavirus regulations in the world. Two pilots tell the BBC how these rules are affecting their mental health and putting a strain on their personal lives. "You're just in a perpetual state of quarantine." Pierre*, a pilot with the city's flagship carrier Cathay Pacific, has spent almost 150 days in isolation in this year alone, he says. https://www.bbc.com/news/business-59370672

When a Cathay Pacific pilot checked the company’s seniority list last month, he was shocked by what he saw. Within six months, he had moved up about 400 places – an indication that the same number of pilots had left the airline during the period. The departures at the airline come amid mounting frustration with Hong Kong’s stringent “zero COVID” policy, which has cut off “Asia’s World City” from the world and raised questions about its future as an aviation hub. https://www.aljazeera.com/economy/2021/12/9/hk

And he is right to lament the fact that Macau’s border reopening appears to be dependent on Hong Kong, which hasn’t been able to contain the coronavirus as well as Macau did.  We would go a step further and say it is ridiculous that the border between Macau and Hong Kong is effectively sealed, and yet getting Macau’s border open with Guangdong needs to wait for our snooty cousins across the HZMB to decide whether it is safe enough for the Greater Bay Area “travel bubble” to be created.
