The Macau health authorities have scrapped guidelines regarding capacity limitations and entry restrictions at the city’s casinos, as part of its city-wide move to roll back existing countermeasures against Covid-19.

The guidelines have required operators to avoid overcrowding in their establishments. They have included: limiting the number of patrons and employees to 50-percent of assessed capacity; limiting the number of gaming tables allowed to operate; a restriction on the number of available seats at each table and slot machine; and a minimum 1-metre (3.3 feet) gap between gambling patrons.

A Galaxy Entertainment não escapou às perdas no primeiro semestre. Apesar de ser a operadora com melhor saúde financeira, registou receitas líquidas de 6,52 mil milhões de dólares de Hong Kong, menos 38,8% em relação ao ano anterior. The Macao Government Tourism Office (MGTO) has announced the resumption of its “Stay, Dine and See Macao” program, aimed at encouraging residents to take local tours and stay in the city’s hotels.

 número de visitantes subiu cerca de 31% entre 2020 e 2021, mas recuou mais de 80% face ao período pré-pandémico. Dados oficiais mostram que, no intervalo de dois anos, a RAEM acolheu quase menos 32 milhões de visitantes.  Ao longo do ano passado, Macau registou a entrada de 7.705.943 visitantes, o que traduz um aumento de 30,7% em relação a 2020 e um decréscimo de 80,5% face aos 39.406.181 contabilizados no período pré-pandémico, ou seja, 2019. Os dados ontem divulgados pela Direcção dos Serviços de Estatística e Censos (DSEC) revelam assim que o território “perdeu” 31.700.238 visitantes em dois anos, devido naturalmente ao forte impacto da pandemia. Entre 2020 e 2021, os números de excursionistas (4.009.143) e turistas (3.696.800) aumentaram 30,4% e 31,0%, respectivamente. Macau casino operator Galaxy Entertainment (0027) has launched a new voluntary resignation scheme for employees, its second in as many years.

The offer this time will include all dealers, who will be given compensation of 270,000 patacas (HK$262,135).

The amount to be paid under the one-off compensation scheme will be based on the position of employees who resign voluntarily, Macau media said.

O ano de 2021 terminou com uma receita bruta de jogo na ordem dos 86,8 mil milhões de patacas, o que se traduz num aumento de mais de 43% em comparação com o ano anterior. No entanto, ainda ficou longe dos 130 mil milhões de patacas que o Governo estabeleceu como meta. Segundo os economistas ouvidos pelo PONTO FINAL, este resultado era esperado, mas não satisfatório. Para este ano, o Executivo também previu uma receita de jogo de 130 mil milhões de patacas, o que para alguns analistas é um valor alcançável e para outros é demasiado optimista.
A culpa deste “desapontamento relativo” é dos surtos de Covid-19 em Macau e das “restrições associadas aos incidentes em torno dos ‘junkets’”. “Estes valores indiciam que os jogadores chamados VIP se mantêm mais ou menos por outras paragens. Uma parte das receitas estará cada vez mais dependente do comportamento dos chamados visitantes que vêm para o mercado de massas”, afirma Isaac Duarte ao PONTO FINAL, acrescentando que os resultados do ano passado “não são totalmente insatisfatórios, mas ficam muito aquém daquilo que eram as expectativas de há um ano”.

A proposta de Lei do Orçamento de 2022 foi aprovada ontem na especialidade no Hemiciclo, mas vários deputados consideraram que as previsões para as receitas do jogo serão “demasiado optimistas”. Defendendo as suas estimativas, o Secretário para a Economia e Finanças apontou o foco para a expansão das fontes de turistas. Lei Wai Nong advertiu ainda que os “junkets” devem tratar bem as questões relacionadas com os seus trabalhadores, “não podendo atribuir as responsabilidades ao Governo”

A Assembleia Legislativa (AL) aprovou ontem na especialidade a proposta de Lei do Orçamento de 2022. No entanto, ao longo do debate, vários deputados classificaram como “demasiado optimistas” as previsões de 130 mil milhões de patacas para as receitas brutas do jogo no próximo ano, atendendo inclusive aos reflexos do caso Suncity. Alguns também alertaram para o impacto que os problemas ligados às salas VIP dos casinos poderão causar nos trabalhadores, nas receitas do jogo e até no futuro do sector pilar de Macau.

Em reacção, o Secretário para a Economia e Finanças defendeu que o Governo fez previsões sobre as receitas do jogo do próximo ano consoante os respectivos dados anteriores e as estatísticas relacionadas com os turistas. “Até ao final de Novembro, as receitas de jogo atingiram 78,9 mil milhões de patacas. Se não houvesse vários ressurgimentos de casos da pandemia, as receitas anuais podiam ser próximas dos 130 mil milhões, tal como previmos no ano passado”, sustentou, frisando que a recuperação do sector do jogo vai depender especialmente da possibilidade de normalização das viagens entre Guangdong, Hong Kong e Macau.

MGM China, operadora de jogo com dois casinos em Macau, anunciou hoje uma quebra de 13% dos lucros antes de impostos, juros, amortizações e depreciações (EBITDA) no terceiro trimestre do ano. O grupo de maioria de capital norte-americano anunciou um EBITDA ajustado de 101 milhões de dólares de Hong Kong no terceiro trimestre, comparativamente ao segundo trimestre deste ano. Também as receitas desceram 7% para 2,2 mil milhões de dólares de Hong Kong em relação ao segundo trimestre de 2021, de acordo com o comunicado da empresa. O especialista em ‘resorts’ integrados e gestão turística considera que a nova lei do jogo “não é um documento claro”.  As perdas dos casinos do território na bolsa, depois do anúncio das alterações legislativas na operação de casinos em Macau, foram superiores a 18 mil milhões. Isso também deixou McCartney apreensivo. “Foi racional?”, questionou. “Não”, respondeu.  Outra coisa que também deixou surpreso o académico foi o facto de o novo articulado não fazer menção, numa linha sequer, à pandemia de Covid-19. “Acho surpreendente que o documento não tenha referido nada, confesso”, admitindo que, no que resta, “não houve qualquer surpresa”. Macau is on track this year for the lowest level of notified problem gambling in the past decade, according to statistics from the city’s Social Welfare Bureau. In the six months to June 30, there were 25 individuals recorded with problems: all of them were Macau ID holders. Last year, there were 77 cases in total: 90.9 percent of them were locals. Analysts from Morgan Stanley expect the six gaming operators to report a total of US$23 million in negative industry corporate earnings before interest, taxes, depreciation, and amortization (EBITDA) for the third quarter of this year, following Covid-19 outbreaks in August and late September. Macau’s gross gaming revenue fell 8% week-on-week to around MOP$243 million per day for the seven days from 13 to 19 September, “largely on volatile VIP” according to a note from brokerage Bernstein. Providing its weekly channel checks, the brokerage estimates month-to-date GGR of MOP$4.8 billion (US$598 million), still 66% lower on a daily basis than in September 2019 but 76% higher than August as Macau continues its recovery from a recent outbreak of COVID-19 across much of mainland China. Macau’s gaming sector saw its contribution to the local economy, calculated as Gross Value Added, fall by 79.6% year-on-year to MOP$41.85 billion (US$5.22 billion) in 2020, impacted by fewer visitor arrivals amid the COVID-19 pandemic. According to information from the Statistics and Census Service (DSEC), the challenging year saw gross surplus of the sector, which comprises nine enterprises granted various concessions to operate gaming activities, decline by 87.9% to MOP$22.13 billion (US$2.76 billion). Na primeira metade do ano, as concessionárias do jogo registaram um prejuízo de 9.449 milhões de dólares de Hong Kong, devido à situação pandémica. Os resultados contrastam com 2019, o último ano sem pandemia, quando nos primeiros seis meses o somatório das operadoras representou um lucro de 22.189 milhões de dólares de Hong Kong.

Se no período de 2019 todas as operadoras apresentavam lucros, a situação nos últimos seis meses foi bastante diferente. À excepção da Galaxy, que conseguiu resultados positivos de 960 milhões de dólares de Hong Kong, todas as outras empresas registaram perdas.

A concessionária mais afectada na primeira metade do ano foi a Melco Resorts com prejuízos de 3.261 milhões de dólares de Hong Kong. Contudo, os resultados da empresa de Lawrence Ho têm em conta os investimentos fora de Macau, ao contrário das outras concessionárias analisadas. Um analista da empresa consultora Sanford C. Bernstein veio a Macau na semana passada para avaliar se as medidas preventivas contra a pandemia estão a ser implementadas, devidamente e consistentemente, pelos casinos de Macau. A título de exemplo, apontou o caso dos casinos satélites, que atravessaram momentos muito difíceis devido à ausência quase total de visitantes. “Normalmente, os casinos satélites não têm nenhuma instalação de diversão sem ser o jogo. Têm poucos restaurantes, servem apenas para as pessoas jogar, comer e dormir. Durante a pandemia, notei que um quarto nesse tipo de hotéis caiu para menos de 100 patacas. Com a venda definitiva do Venetian Resort Las Vegas e da Sands Expo por 6,25 mil milhões de dólares, a Las Vegas Sands Corp. assegurou uma margem financeira confortável para expandir a sua presença no mercado asiático e reforçar a sua base de operações em Macau e Singapura. The number of licensed gaming promoters, or junkets, in Macau has declined by 10 over the past 12 months as the industry’s recent track record of contraction continues. Macau casino operator Melco Resorts and Entertainment Ltd has confirmed that some jobs will be lost as the company will be extending the closure of The House of Dancing Water show for “several months” into 2021. The resident production at the City of Dreams Macau casino resort was suspended on June 18, initially until January 2021. In addition, the operational capacity for Macau casinos has been halved to meet the social distancing guidelines. Despite these severe constraints, Macau casinos have been closely co-operating with the anti-coronavirus measures mandated by the government. A number of operational and strategic actions have also been implemented in response to the COVID-19 impact and business disruption. 

Notwithstanding the foregoing, Macau's decisive response to this public health crisis has been notable in the region. This relative success in containing the coronavirus could be attributed to the early government interventions and ongoing community vigilance. In particular, the Macau government has been making necessary decisions and adjustments on a timely basis in view of the latest COVID-19 developments. Macau was the first gaming jurisdiction to close its casinos, and gaming destinations worldwide likewise have suspended their gaming operations amid the pandemic. It is argued that the gaming authorities across jurisdictions have developed a global regulatory standard that the protection of public health supersedes any economic interest and other considerations.

IMPACT OF MACAU’S TABLE CAP: In 2010, the Macau government announced the implementation of a table cap aimed at limiting the number of new live dealer tables allowed into the market for a period of 10 years from 4Q12 to the end of 2022. The cap allows for a 3% compound annual growth rate in the number of tables Macau-wide, meaning that from a base of 5,500 tables in 2012 there can be no more than 7,392 tables at the end of the 10-year period. As of 30 June 2020 there were 5,869 operational gaming tables in Macau, down from 6,739 at the end of 2019 on COVID-19 restrictions, according to official DICJ figuresPrior to the implementation of the table cap in 2012, there was essentially no limit to the number of tables an operator would provide their junket partners. A Melco Resorts & Entertainment anunciou ontem a suspensão do espectáculo The House of Dancing Water até Janeiro de 2021. Em comunicado, a empresa informa que o espectáculo será “reinventado” em cooperação com o director criativo Franco Dragone, e que regressará em Janeiro do próximo ano “a tempo do Ano Novo Chinês”. O PONTO FINAL sabe que mais de 70 funcionários ligados ao espectáculo foram já dispensados pela empresa, enquanto outros receberam um corte de 50% do salário durante pelo menos quatro meses, não exercendo funções durante esse período. A suspensão do espectáculo entrou ontem em vigor. Macau’s tourism boss hinted in comments aired on Wednesday that circa 20,000 visitors came to the city in May. That would still be nearly double the 11,041 that arrived in April. Macau casino operator MGM China Holdings Ltd says it generated operating revenues of HKD122.5 million (US$15.8 million) in April, and incurred cash operating expenses of approximately HKD346.1 million. A Associação de Turismo da Ásia Pacífico (PATA) reviu em baixa as previsões para o volume de chegada de visitantes este ano, tendo em conta o impacto do COVID-19. Se, em Março do ano passado, acreditava que Macau receberia 36,7 milhões de visitantes em 2020, a expectativa agora é de que se verifique uma quebra de 37,6% em relação a 2019, ficando-se este número em 26,42 milhões, indicam dados enviados pela PATA à TRIBUNA DE MACAU. De acordo com as estimativas da associação, entre os mais de 26 milhões de visitantes que a RAEM deverá receber este ano, 18,46 milhões deverão chegar da China Continental, 4,97 milhões de Hong Kong e cerca de 660.000 de Taiwan, os três principais mercados turísticos. A lista refere ainda que deverão chegar cerca de 470.000 da Coreia do Sul, 360.000 das Filipinas, 150.000 da Tailândia, 220.000 do Japão, 190.000 dos EUA, 150.000 da Malásia e 100.000 da Índia.
No próximo ano é esperado um crescimento de 76,7% para 46,69 milhões. Anteriormente a PATA antevia que em 2021 deveriam chegar a Macau 39,2 milhões de visitantes. Good evening! The government sees no need for the casinos to stay open at anything less than full-tilt,  (...) So says Lei Wai-nong, our recently appointed Secretary for Finance and the Economy. The first part of Lei’s declaration, however, is a bit harder to fathom. Vindictive might be the right word to describe it. The government can hide behind legalese, pointing to the terms of the concession contracts, but keeping the casinos open 24/7 can scarcely be called a practical measure. We can see only two reasons the government would not want to give the casinos a breather. The first is that Lei and his boss are, indeed, mightily annoyed that someone who paid themselves a fortune last year had the temerity to think they could save a bit on their CEM bill. Sands China has announced the closure of three of its hotels on Macau’s Cotai strip due to a massive decline in bookings over the past fortnight. Macau’s casino operators are likely to suffer a “significant” hit to their cash flow thanks to the outbreak of coronavirus, which has just been declared a global health emergency, Fitch Ratings has warned.A research report released on Friday by the credit ratings agency cited the effects of restrictive travel measures put in place by the Macau and Chinese governments as part of efforts to curb the rapid spread of the virus.

On January 28, Beijing announced a temporary freeze on individual visas for mainland tourists visiting the gambling hub, which had already seen an enormous drop in tourist numbers.
Fitch noted that during the 2009 swine flu pandemic, Macau’s gaming revenue fell 17 per cent and visitor numbers declined 16 per cent in June, the month Macau reported its first confirmed case. However, by September of that year, revenues had recovered.
